A good turbo setup will cost more than $3k and making it run is not as simple as bolting some parts up and driving off. A real, high comp, high revving naturally aspirated build will cost more than $3k. If you want answers to your question, here you go: those engines are not responsive to naturally aspirated tuning. Those are the best things you can spend your money on, and you'll know more about cars and be a better driver in the future thanks to it. Autocrossing is a really cheap way to get your feet wet. If you want to go faster, invest in track time. Get some good tires on it, get a shop manual, buy some tools, do maintenance.
